Nov 17 2006, 9:35 AM EST You must describe the problem, using statistics, then examine the causes of the problem, then describe the various efforts to address the problem--UN, Bush administration, international aid agencies, South African government, etc. You must describe any controversies that arise and, finally, you must evaluate the various efforts to determine if they are sufficient or more needs to be done.
